Maharashtra Institution for Transformation (MITRA) is seeking highly qualified and experienced Specialists in Social Development & Gender to join our team in Mumbai. This is a senior-level opportunity for professionals with 15 years of relevant experience (or 5 years for candidates with multilateral development bank programme experience or from institutions of eminence) to contribute to transformative development initiatives in Maharashtra.
As a Specialist – Social Development & Gender, you will provide technical expertise, strategic guidance, and programme support to integrate social development and gender considerations into MITRA's policies, programmes, and partnerships. You will work closely with government departments, development partners, and stakeholders to ensure inclusive and equitable development outcomes.

Maharashtra Institution for Transformation (MITRA) is a dedicated institution established by the Government of Maharashtra to drive transformational change across the state. MITRA works to strengthen policy design, programme implementation, and institutional capacity, with a focus on achieving sustainable and inclusive development goals.
MITRA partners with multilateral development banks, national and international organizations, and government departments to design and implement high-impact programmes across sectors such as social development, gender, education, health, livelihoods, and infrastructure.
Key Responsibilities
Technical Expertise & Advisory
Provide technical expertise on social development and gender issues to inform policy design and programme implementation.
Advise government departments and partners on integrating gender and social inclusion into their programmes.
Develop frameworks, guidelines, and tools for gender-responsive and socially inclusive development.
Programme Design & Implementation
Support the design, implementation, and monitoring of social development and gender programmes.
Ensure that programmes address the needs of marginalized and vulnerable groups, including women, children, SC/ST communities, and persons with disabilities.
Collaborate with development partners to align programmes with state priorities and global best practices.
Stakeholder Engagement & Coordination
Build and maintain relationships with government departments, multilateral agencies, civil society organizations, and academic institutions.
Coordinate with stakeholders to ensure effective programme delivery and alignment.
Represent MITRA at relevant forums, workshops, and conferences.
Research, Policy & Knowledge Management
Conduct research and analysis on social development and gender issues.
Prepare policy briefs, reports, and knowledge products.
Document best practices and contribute to organizational learning.
Monitoring, Evaluation & Reporting
Develop monitoring and evaluation frameworks for social development and gender programmes.
Track progress, analyze data, and prepare regular reports for senior leadership and partners.
Ensure compliance with donor and government requirements.
Capacity Building
Build capacity of government officials, programme staff, and partners on gender and social inclusion.
Develop and deliver training sessions and workshops.
Foster a culture of gender equality and social justice within institutions.
Key Requirements
Experience
15 years of relevant experience in social development, gender, or a related field.
For candidates with multilateral development bank programme experience or from institutions of eminence: 5 years of relevant experience.
Demonstrated experience in programme design, policy advisory, and stakeholder engagement.
Experience working with government, multilateral agencies, or large-scale development programmes is highly preferred.
Education
Master's or doctoral degree in Social Development, Gender Studies, Sociology, Public Policy, Development Studies, or a related field.
Candidates from institutions of eminence will be given preference.
Skills & Competencies
Deep expertise in gender equality, social inclusion, and social development frameworks.
Strong analytical, research, and policy skills.
Excellent communication, negotiation, and stakeholder management abilities.
Proven ability to lead and work in multidisciplinary teams.
Proficiency in English and Marathi is preferred.
Location
Must be based in Mumbai or willing to relocate.
